The highly controversial and repeatedly delayed Aquatic and Wellness Center being constructed on the campus of Bismarck State College is finally expected to open next week.
The Center, which began construction in June 2008, was originally scheduled to open last August; however, numerous construction delays have postponed its targeted opening date on more than one occasion.
The new Aquatic Center’s construction has been met both with anticipation and controversy by citizens. Many in the city are excited to see such a facility being constructed, believing it is a good step forward for the region and a necessary amenity for a growing community.
Some, however, are unhappy that tax payer’s dollars have been used, in part, for its construction, especially considering that such a center was rejected by a wide margin when put to a public vote in 2006. It should be noted that the proposal in 2006 included a half-cent sales tax increase to pay for its construction.
Those opposed have also been upset with the Center’s steadily rising price tag, increasing from an initial $7 million estimate to a final price tag of about $9.4 million.
The latest controversy has revolved around the Center’s biomass heating system, which is being paid for by the Bismarck Parks and Recreation Department, whose Director is currently under investigation for failing to follow appropriate bidding procedures for the unit.
Whatever your position on the new Aquatic or Wellness Center, one undeniable fact is that such a Center will likely bring additional revenue to area businesses, particularly to hotels, restaurants, and retail stores, as it opens up the possibilities for Bismarck to host larger events.
The Aquatic & Wellness Center will house an Olympic-sized indoor swimming pool, separate 25-yard indoor pool with a designated diving and lap area, and a fitness center.
