According to a <a href=\"http:\/\/bismarcktribune.com\/business\/local\/million-needed-to-support-fivesouth-infrastructure\/article_b0d7622a-94ee-50d9-b513-6018bcfc089c.html\" target=\"_blank\">Bismarck Tribune article<\/a>, the TIF district is the only means that the city is willing to appropriate public funding towards the project.<\/p>\n<p>A different TIF district targeted at downtown improvements was established in 1979.
